Fiscal Officer – Mt. Sterling Public Library & Mt. Sterling Community Museum

The Mt. Sterling Public Library Board of Trustees invites applications for the position of Fiscal Officer, the chief financial officer serving both the library and the community museum. This vital role ensures sound stewardship of public funds and supports the missions of both the library and the community museum, ensuring each continues to serve as a cultural anchor in our rural community.

About the Library

Mt. Sterling Public Library is a historic Carnegie library, believed to be one of the most rural Carnegie-funded libraries in the nation. In addition to its role as a community library, it also houses a museum, making it a unique cultural hub for the area. For generations, the library has provided access to knowledge, enrichment, and connection in a welcoming small-town environment.

Key Responsibilities

  • Maintain all financial records of the library using Ohio’s Uniform Accounting Network (UAN).
  • Administer financial policies, investments, and procedures in compliance with the Ohio Revised Code.
  • Prepare regular financial reports, projections, and analyses for the Board of Trustees.
  • Develop, monitor, and implement the annual budget.
  • Handle payroll, employee benefits, accounts payable/receivable, and bank reconciliations.
  • Prepare for and coordinate annual audits.

Qualifications

  • Required: Accounting, finance, or related experience.
  • Preferred: Prior public sector or library fiscal experience; proficiency with the UAN system.
  • Ability to be bonded and pass a background check.
  • Strong organizational, analytical, and communication skills.
  • Capacity to work independently while collaborating with trustees and staff.

Hours & Compensation

  • Part-time; anticipated average of approximately 25 hours per month, with flexibility depending on reporting cycles and board schedules.
  • Flexible schedule with required attendance at board meetings, held the second Thursday of each month at 6:15 p.m.
  • Compensation commensurate with experience, within the library’s established pay range.
  • Participation in Ohio Public Employees Retirement System (OPERS), providing stability and long-term retirement benefits.
