ODT Posts April 2026 PLF Distribution

The Ohio Department of Taxation (ODT) posted the April 2026 Public Library Fund (PLF) distribution of $39,186,904 – which is $839,123 (or -2.10%) below ODT’s original estimate that was issued in July 2025 and ODT’s updated estimate issued in December 2025 that went unchanged.


This is primarily due to the deduction and quarterly cash transfer from the PLF to the following funds:


  • Ohioana Library Association Fund
  • Regional Library Systems Fund
  • State Library Operating Expenses Fund


The cash transfer to these three funds in April totaled $1,232,764. These transfers were in addition to the monthly transfer of $413,665 from the PLF to the Ohio Public Library Information Network (OPLIN) and the Library for the Blind.


According to the Office of Budget and Management (OBM), the state’s General Revenue Fund (GRF) tax receipts for March 2026 came in $171.2 million or 9.7% above estimate. This means the total GRF tax receipts to-date for FY 2026 are $820.1 million or 3.8% more than expected. State revenues are continuing to exceed expectations as we enter the final months of FY26.
