ODT Posts December PLF Distribution

The Ohio Department of Taxation (ODT) posted the December 2025 Public Library Fund (PLF) distribution of $40,419,668 – which is $5.25 million (-11.50%) less than ODT’s original estimate that was issued in July 2024. This brings the PLF Calendar Year (CY) 2025 total to $493,475,618, which is just short of ODT’s estimate by $1,079,348 (-0.22%).


Big picture takeaway: 2025 Total PLF Distribution is $10.09 million (+2.09%) more than 2024.


According to the Office of Budget and Management (OBM), the state’s General Revenue Fund (GRF) tax receipts for November 2025 came in $54.1 million or 2.1% above estimate. Compared to this point in the previous fiscal year, FY26 state tax collections are up $757 million or 6.5% more than expected. More information can be found in OBM’s Monthly Financial Report.
